A protruding bulge is a different matter altogether. It indicates a change in the internal structure of the tyre and pressure loss. It is caused by a shock or because it is a faulty tyre. When detecting a bulge-like protusion on a tyre, make sure you replace the tyre shortly as it is very likely to blow off if submitted to high stress
